Goa Under National Security Act: Konkan Forest Land Mafia on Radar, SITs to Probe Big Names! After Pune and Nagpur, All Eyes on Konkan Division

After major crackdowns in the Pune and Nagpur divisions, the national spotlight has now turned toward the Konkan coast—stretching from Mumbai to Mangalore and including Goa—as India’s largest-ever land-scam investigation gains momentum. The Ministry of Home Affairs (MHA), acting on recent Supreme Court directives, has begun identifying high-profile individuals and entities suspected of manipulating forest and community land for private gain.

Officials confirm that the investigation, which began with alleged irregularities in Zudpi Forest lands in eastern Vidarbha, has expanded into the Konkan region, where communal, agricultural, and forest lands are believed to have been converted or sold illegally under political and bureaucratic influence.

SITs to Probe Across States

Following the Supreme Court’s order to constitute Special Investigation Teams (SITs) in every State and Union Territory, several States have started reviewing land transactions involving public and forest lands. The mandate requires authorities to trace, recover, or compensate for every parcel of illegally alienated land, invoking the principles of public trust and environmental governance.

Senior officials indicate that the Goa SIT, under close coordination with central agencies, is examining cases in Tiswadi taluka and other high-value coastal zones. Investigators believe that powerful political figures, real-estate lobbies, and local bureaucrats may have colluded to transfer community-owned or protected forest lands into private hands.

Focus on Goa’s Communidade Lands

In Goa, the focus has shifted to the Communidade system, a traditional form of community landholding unique to the state. Several tracts under the Communidades are reported to have been illegally leased, converted, or registered to private parties over the years. Sources say even individuals with strong political affiliations and past electoral connections are being scrutinized.

An environmental lawyer following the case remarked:

“The Court’s message is clear—restore every inch of forest and community land or pay for its regeneration. The era of impunity may be over.”

National Security Act and Central Oversight

The invocation of the National Security Act (NSA) in certain districts signals the seriousness of the issue. With the MHA’s direct oversight, the probe extends beyond routine land-record verification to include financial trails, benami ownership, and inter-state syndicates that may have operated across Maharashtra, Goa, and Karnataka.

Investigative circles also suggest that enforcement and intelligence agencies are tracking links between land conversion patterns and potential security risks along the western coast, particularly in ecologically sensitive areas.

A Shadow War Against the Land Mafia

As SITs consolidate evidence, several whistleblowers and local reformers have come forward with crucial information. Among them are legal professionals and community representatives who have long raised alarms about the politician–bureaucrat–builder nexus that thrives on land speculation.

Whether through court-led initiatives or state action, observers agree that this unfolding operation could reshape Goa’s real estate and environmental governance—potentially exposing decades of unchecked land deals across the Konkan.

With Justice B.R. Gavai, Chief Justice of India, emphasizing accountability and the public trust doctrine, the stage is set for a landmark judicial-administrative exercise. The combination of judicial oversight, SIT investigations, and central monitoring under the NSA framework suggests that the coming months may see major disclosures, arrests, and policy reforms.
